In a perfect world you are correct. In the face of potentially 10,000 American civilians dead, you are not. There's realistically no way to be 100% sure, at least in any reasonable amount of time. The group(s) who carried this out have not owned up to it yet. There's no reason to think that they will now.

The only politically feasible solution for the Bush Administration is to find their targets with the best intelligence information available and find those targets fast, and then take drastic and unprecedented action. We already know which nations harbor terrorists and which support terrorist activity as a valid political means. We've known this for decades.

The American people will now support, and even demand, such action. To launch a long investigation to be 100% sure (which is even beyond a reasonable doubt) will be political suicide for Bush, both domestically and internationally. Bush's comments tonight show that he certainly understands this.

It will be an interesting week. Many more innocent people are sure to die but, at risk of sounding gung-ho, I honestly view this as an educational opportunity. If done correctly, it will be for the best in the long run. IMHO of course.
