3.0 power potential from basic mods (archive)

I'm looking to buy a 95 m3. So far I've driven 3 different cars. The first car was stock.The bottom end response felt great (currently integra owner) but the high end was not that impressive. The second car felt sluggish everywhere. The 3rd car had exhaust,chip and larger tb - wow - alot faster then the other 2. Do basic bolt ons make a big difference on these cars or is just a matter of finding a car with good engine?

Also, how big is the difference between the 3.0 and the 3.2?
