I'm looking to buy a 95 m3. Do basic bolt ons make a big difference on these cars or is just a matter of finding a car with good engine?

I owned a '97 M3/4 and it was 200hp to the rear wheels. The OBD2 cars ('96-now) suck in terms of software impact on the cars performance.
A '95 rules even though its only 3.0L.
We just bought my wife a '95 325i which we put a '95 3.0L in it with the Euro airflow meter and JC chip and cold air. It puts out 217hp to the rear wheels and more torque than my previous '97 3.2L. Put in the 21 lb fuel injectors or the 3.2L's injectors (24lb?)

Buy a '95 and expect with those mentioned bolt-ons about 260-270hp at the crank or 215-225hp at the rear wheels.
