Turbos are cheaper, and it's easier to get more power from the engine under normal aspiration as well. A chip with intake and HFM on a '95 will add quite a kick, whereas on the '96-'99 it's a bit more expensive for much smaller gains. If you don't plan on modding anything, I'd look for the newest car you can afford, as minor improvements were made throughout the years, and the 3.2L engine offers a touch more torque.
