Help..Ran into problem installing clear turn sign> (archive)

I installed my clear turn signal lights today. The right side works fine, but the left turn signal doesn't blink when I turned on the left signal. However, the left side marker blinked at 2-3 times the normal rate. I thought it was due to the left bulb not being securely on tight, but when I turned on the alarm..all of the lights including the left turn signal turned on and off as usual. So now I am confused!!!. Does anyone ran into this before?? I noticed when I removed the right turn signal, there was a loose wire with a clip near the right turn signal but it seems to be not connected to anything. Btw.my car is a 99 M3/2..Thanks in advance for any inputs :)
