I own several gas stations and work on the pumps. Here's the reason:

The automatic nozzle that cuts off when full has a small tube in the bigger filler tube, with a hole near the end of the tube and when the gasoline level reaches this tube the nozzle trips off. Some tank filler designs(particularly pickups) are so near horizontal that the gas backs up faster and will trip the nozzle. Changing the angle of the nozzle in the tank or setting it for the first or second notch usually does the trick. If the little tube has come unattached from the end of the nozzle it will cut off as soon as the lever is opened.
