At the track yesterday, my Dad had a leak in one tire and they found a dirty old rag inside that was stuck in the bead.

A good tire guy will 1st mount and balance a tire. Then if it's very out of balance, they'll break the bead and rotate the tire on the rim to find the best balance before adding weights. Then they will balance what's left and stick the weights on the inside (behind the face of the wheel not inside the actual tire). If your guy can't be bothered with the extra effort, try another tire guy...

before the mounting of the tires, is it a good idea to balance tires on the inside..so you don't get sticky lead weights on the rims?
