CAN SOMEONE ANSWER ME THIS QUESTION IN PLAIN ENGLISH PLEASE

IF I HAVE 2 CARS AS FOLLOWS:

1. 360 HP@6000
382 FT-LBS @ 4000
104.96HP PER LITER
3730 LBS TOTAL WEIGHT

2. 400 HP@ 6200 RPM
368 FT-LBS @ 3800
81.63 HP PER LITER
3957 LBS TOTAL WEIGHT

WHICH IS SUPPOSEDLY FASTER

The second car will be faster, all other things being equal. This is because of HP to weight ratio; which is 1hp per 9.89lbs vs. 1hp per 10.36lbs. That's the simple answer anyway.
