Factory Recall B4 DMV Annual Registration? (archive)

Oh come on! My dealer sent me a nice reminder about oil changes in my '97 5281. A close look at the bottom states "DMV will not re-register your vehicle without all recalls being completed". "BMW will pay all recall costs". "Please call for details". I'm in CA and this sound like crap. The DMV in this state can't even do online car insurance checks for annual registration. Anyone else experience this in your state?
