My 2000 M5 delivered 7/00 was also "missing" the identical items. The NAV CD is mailed out from a separate company based upon the region you live in. There are 6 different regions (i.e. 6 different CD's). My toolkit was missing the lug wrench, reflector triangle and pliers. I was also upset that the first aid kit wasn't included.
The dealer gave me the above items (although he gave me complex explanation why BMW didn't normally include them).in that list is the pliers. BMW is not required to deliver cars with a first aid kit or warning triangle in the US (how many times have you ever seen a passenger car on the side of the road with a warning triangle displayed? me? never). US delivered in US on Euro delivery will have the warning triagle and first aid kit but if you leave them in the car the shippers or BMW will remove them.
Since the M5 has no spare a lug wrench is unneeded (their words not mine).
