Same problem for me. BMW changed the wiring harness to a digital one, so the voice module will only work on 1/1/00 or newer.

Brand new...it's located at the parts counter at BMW Seattle under the name Pickering. Your dealer can arrange the purchase. If you're iterested they will sell it to you at standard price, about $385.00. Don't forget to get the mounting bracket and bolts. I'll throw those in for free.

I ordered it for my 2000 M5 but it didn't work in my car which is a 11/99 build. Only Jan 1, 2000 build M5's and 7 series (and forward) are eligible for the upgrade... something to do about the wiring.

The lovely folks at Seattle BMW won't take the part back and credit me. What great service!!!!!
