Question about window button on 528i (archive)

Hey guys help me out here, I noticed the 99 528i im planning to buy next week, the window doesnt have one touch up on the driver side (only one touch down) this is odd since all the other windows have one touch up and down. I told my mechanic and I noticed that on his 1995 740i it wont go up either, you have to hold it down. It even clicks as if one touch up is there but you have to hold the button down for the window to come up. Is it like this or is it messed up?? Maybe a BMW safety feature?
