Looking at all the car accidents and the risk posed to property and life, I think those who wish to drive high performance cars such as M3, M5 etc. should be subject to an advanced driver training course and be issued a licence to purchase one.

probably a good idea but only necessary for track. Not necessary for normal street use if you are sensible and a "good" driver.
