The rectangular knockout left of the foglight switch is where the headlight height adjustment goes. For rear fogs, there is simply another position on the rotary dial (hence the reason they used a rotary dial instead of just a button to turn the front fogs on and off in US models).
I'm guessing you bought this car used ? The light is probably something the previous owner installed for a security system or K40 stealth-installed radar detector.
That's what I'm guessing too. I don't know what it is, yet. Will be taking back to dealer for them to investigate further. Does the knockout come out easily? Anyone know best place to pry to get it out (top, bottom or sides)? I want to see if there are any wires back there.
