I have been using the Blinder for about a year now, it works well and I haven't got a ticket yet, also have a Passport 8500.
The Blinder transmits infared light back to the cops laser unit. Blinder is coming out with a new unit that will be transmitting laser signals. The tests were done last week in the desert in NM, I think. I was talking to the US distributer for Blinder last week and he said that the new unit is better than the old Twin, longer range and more sensitive.
Laser jammers are not illegal to use. Only radar jammers are, as radar works on radio frequencies that are controlled by the FCC.
Currently, the only restrictions regarding the transmission of light/infared emmissions, are that there must be a sign on the transmitter if it is powerful enough to cause eye damage.
