Bubble on sidewall (archive)

A small bubble or blister is on the sidewall of my rear
tire, likely caused by a curb during parking. At what point
does one need to be concerned with this? Should the tire be replaced, or is the damage cosmetic only? I do only normal street driving in the vehicle. Thx
