Would it be safer to ship a set of wheels with tires mounted on them even though the tires are throw-aways? Or would it be safer to have the tires dismounted and disposed of first? By "safer" I mean less chance of the wheels being damaged in shipment.

If it's safer to ship just the wheels, does anyone know where I can get some boxes that will hold 17x8.5 wheels?
