Help with Mounting question (archive)

I bought a set of Moda wheels with Blizzak snow tires from this board for my 2000 323i with sport package. They're from a 1997 M3 which should have a compatible offset.

My question relates to mounting. The wheels were shipped with a spacer (backing plate?) for each wheel that looks like it mates to the back side of the wheel, but the bolts that attach the wheel do not appear to be long enough to go through both the wheel and the spacer. There's probably a simple explanation, but I don't know it, and the seller has been unresponsive to my questions and no instructions were included.

Is anyone familiar with this configuration and how it should attach?
