Snow tires advice needed for Z3 (archive)

I have an M Coupe and want to get something for the winter. Here in NJ it snows occasionally so I still need snow tires. Trying not to go with 17" as I have to use 225 and 245 for the 17x7.5 and 17.9 rims. What are my lowest cost options? Can I use 16" steel rims? Thx.
