I usually suggest to put the snows on when one of two things happen:
1. the tempatures drop to around 40 degrees or below as an average.

2. it snows :)

Depending on where you are, it may be a bit on the early side to put them on. I usually put mine on around the end of October, but if you wanted to use them now, it would not be a big deal.
