Aluminum wheels need serious cleaning (long) (archive)

I need some advice.

I bought a 1976 '02 this summer that came with an extra set of wheels and tires which I am now trying to
clean up after they must have sat in PO's garage or backyard or somewhere for several years. I am not sure what the builtup
dirt consists of, maybe road grime, salt, dust from sitting,etc.--who knows.

The wheels are aluminum alloy with the outer part (by the tires) and the inner part (by the lug nut holes) being polished, while
the middle part is rough finish. I tried cleaning with a gassy rag to no avail. I tried leaving a soapy rag on it for half an hour to no
avail. I would use one of those green scotch brite scouring pads but am afraid it might scratch the polished finish.

Does anyone have suggestions for cleaning up these wheels, short of professional help?
