Noisy Snow Tires (archive)

I bought a used set of snow tires off this board a few months back, installed them, and they are very noisy. They looked slighly cupped on the outer edge. Could that be the main source of noise or could it possibly be due to them being out of balance. Can the cupping be "ground" out?
