Basically your gas mileage shouldn't change much but your accel can be affected a bit, especially in the lower gears. I'm talking about changes due to the moment of inertia, not tire diameter.

The MOI issue varies with the square of the distance from the wheel's center of rotation. So for example a 17 inch wheel/tire of the same weight as a stock 15 inch set would still hurt accel. Since more of the mass is at a larger radius.
