I know it is mandatory in parts of Europe.

I "assumed" is was a legal issue in the USA because BMW NA will not allow you to order this item (Someone told me they tried and were turned away).

But BMW Canada will order it.
I got it.

It is a good kit, and is a good place to keep it.
The way it mounts (on a bracket that you must also purchase) also provides a space to hold an item like a map folder (between the upper back of the kit and the seat front).
