The clerk at the desk couldn't, or the DMV verifier that actually looked at the car couldn't?
Crucial consideration #1: the clerk at the desk doesn't necessarily know anything about your car, doesn't want to, they're looking for box A on form B to be filled in with a "Y" or an "N" and that's all.
Crucial consideration #2: the verifier doesn't necessarily know your car, s/he probably hasn't seen one before, you want to know where the VIN plate is and where the emissions-compliance sticker is before you ever go near the DMV, do not count on them to be able to find it.
