From what I can tell this option is for the overseas market(s). If you go to www.bmw.de and try to configure an X5, it is avaliable for 460.00 DM.

However I don't believe that BMW is maintaining two different kinds of power steering systems. So, my guess again, is that power steering is optional in Europe. Who knows, but it might be calibrated differently. My 2c.
