Red is warmer, blue is colder, and you can adjust the upper vents from one to three dots eith colder or warmer. The center position would be where one red dot and one blue dot is showing. This should set the uppers vent temperature the same as the lower.

Also, I guess you are aware that the rear vent has a manual speed control and can be turned off. The speed control of the rear is not automatic. The speed is entirely manually adjusted by the left wheel by the rear vent, and the blower can be turned completely off if no one is in the rear. If the blower is louder at than the front blower at the same speed, you should have it checked. If I turn on the front fan on high, it is no louder than the rear fan on high, etc.
