I don't know if it can be turned off, but you should be able to defeat it. The little dot at the top center of the mirror surface is a photocell that detects the brighteness of traffic behind you and dims the mirrors. If you put an opaque dot-sticker over this sensor (or cover it some other way), it will never see the bright lights behind you and never dim the mirrors. I haven't tried this, but it should work. Also, you can check with your dealer to see if the system can be turned off.
