Is this a good lease rate? (archive)

"3.900" for 36 months for 10k/yr miles (from BMW).

If it isn't, where do you recommend I go for a better lease rate?

Should I pay $725 for a "bank fee"?

Got $1350 off MSRP on the vehicle.
