If it isn't, where do you recommend I go for a better lease rate?

Should I pay $725 for a "bank fee"?

Got $1350 off MSRP on the vehicle.

I asked the same question prior to purchasing my X5 3.0. The people who responded said they got anywhere from $1300 to aprox $1800. I got a $1765 discount. As for the lease rate it sounds good,but I am not sure. Do keep in mind everything is negotiable.as an example, the miles may be a place they have room to move. Good luck!
