I checked this out on my 2000 X5 4.4i and here is I found. 1st of all, the vehicle was not hot, 1st time I started it for the day.

- AC ON: Front Fan Initial Off, Small Twitch and then it Turned On. (Car was not hot, just started it for the day).

- Turn AC Off: Fan Shut Off

- Turn AC On (Again): Fan was Off, Small Twitch and then in Turned On.

BTW, my X5 is a March 2000 Build
