Denatured alcohol, available from most hardware stores/departments, works well. Note that it will also strip the wax off the paint, so use with care. You might want to use one of the "back to black" products to give the black plastic a nice uniform finish. I've been using one from Mother's for a while now, but any of the products from Black Magic, Meguiars, etc. should work well.
