They informed me that if I wanted it changed prior to the light coming on, I had to pay.

Your dealer is wrong. Tell them to read SI 00 02 00 latest revision is July, 2001. BMW pays your dealer to do the work so if they can't figure this one correctly I suggest you find another dealer to perform your service.
