What side of lights are low beams on? (more) (archive)

When in New York this past weekend, I saw quite a few X5's w/headlights on in the daytime (running lights?) The lights that were on were the inner pair (to the center, by grill). I thought these were the high beams? On my car (halogens, not xenons), the low beams are the outer lights, and the inner lights are the highs.Does it have anything to do with the possibility that these cars had xenon low beams? Just curious.

BTW, the "inner" set of lights on in the daytime were halogens.
