You can get detailed instructions on a site like carcareonline.com. After you have a small mound of touchup directly covering the chip area, wet sand down till the mound is nearly flush with the surrounding area (cover surrounding area with masking tape first so you won't sand the good paint).

Of course, paint matching on metallic colors is more difficult - I have Tit Silver and can still see the touch-upped area when standing a few feet away.
