I'm sorry to hear you have had problems with your X but I also own a 2000 model which has been trouble free. There are many others who are motoring along happily.
The speedomter reading design is to prevent you from getting a ticket. For actual mph, you can look at the OBC. As Digi pointed out already, the odomter reads actual mileage. If you are not already a BMW CCA member, I'd suggest that you join for the Roundel alone. Tons of info in there that you'll find useful regardless of which model you drive.
