BMW Technik has designed 22 concept cars in the Z series. The Z1 ended up going into production, kept its Z1 designation, and set the precedent for using the Z to denote modern era BMW roadsters (as opposed to the older numerical designations, such as 328 or 507). Not all BMW Techik Z vehicles that entered production retained the Z designation. The Z14 became the C1, for example. To figure out why BMW uses Z to designate both concept cars and production vehicles, you'll have to ask them, but over the years, they have been known to be less than consistent in their model desginations.
