I think the design has more to due with the "Adaptive Brake Light" function rather than an attempt to eliminate the double filament bulb. With the system, the tail lights and brake lights come on together during hard braking or ABS activity. The double filament bulb probably wasn't selected due to the electrical current demands of the new system. Just speculating here.
