Two things:

Although you select a state, the payments do not assume any taxes (both on the car as well as any use tax). Also, BMW usually subsidizes both the residual (higher) and interest rates (lower)at times to move cars, as opposed to cash back like american makers. Although bamks can sometimes beat the money factor, the residuals are almost always lower outside.
