Not sure why you want to stay away from repainting, but I just got my back bumper repainted after I got rear ended last week. No dents, just scratches down to the paint.

I had a high end mobile paint company that takes care of all of the BMW's and Mercedes dealerships come to my house to fix it.

It was into the paint, so he had to sand down a few places on the bumper which was scary to watch. I also had a good scratch on my tail gate as well which was fixed (and paid for by the lady who hit me!). He was here for less than 2 hours and the total was $150. He repainted the entire bumper and clearcoated it. It also comes with a 3 year warranty.

Needless to say I was very impressed and it turned out perfect. If you talk to you dealer or a detailer, I am sure they use someone for these types of things. I am sure they would fix it perfectly for $100 or less.
