It can't be used with most one rate plans (except I think AT&T) becasue it is not tri-mode. He can use it in other states, and it will work fine. It is just he may have to pay for long distance and roaming. While he owns the car, he needs to determine if he will spend $2000 in long distance and roaming charges to pay for the phone upgrade.

If he travels a bunch, get a free phone from the carrier he wants with the plan he wants to use when travelling, and keep it clipped to his belt. Keep the BMW phone activated and use that for emergencies and while in the home area. Problem solved, and not much added cost.
