As I understand the `98 M Roadster is continually being upgraded with different equipments during the lifespan of its production. For instance, is side air bags and traction control being offered now? What about `99 models?

Side air bags were options on '98 models starting with April production. There are now standard equipment on '99 models (by the way, it appears the side airbag can not be disabled so disabling the passenger front airbag in a '99 is a waste of time).

Are they getting the new euro (white lens) lights (front and back)? can those be upgraded easily (or is it an entire light assembly?)

'99 model M roadsters get white lights except for the front bumper marker lights, those are still orange. I think the white lights are an improvment on silver, white, evergreen, and maybe black M roadster's but on blue, green and yellow I think the yellow lights look better. That said I bet any '99 blue M roadster owner can find someone to swap them lights in a blink of an eye (I know I would volunteer). But to answer your question about if it is easily upgraded, YES

Last question, is the VIN sequential for M Roadster only or intermixed with Z3's in general (i.e. numbering and production, are they in line in the factory or are they separate)?

Unconfirmed reports say that the '98 M roadster's started at LC85000, I have VIN LC85520 so I am guessing I have #520.
