Deioniation is commonly carried out by passing water through two seperate filters. One filter is acidic in nature and the other is basic in nature.
These filters are not the size of coffe filters nor made of paper. They are actually poly-styrene beads, atleast the quality ones are. One can build a setup at home using pvc pipe and the beads. However, I don't know of any suppliers that offer the beads on the market. As far as the electrical devices that claim to deionize water, I don't put much stock in those products. It seems that alot of current would be needed to throughly deionize flowing water.
