: Because there are cylinders that jut out above the chassis for the rollhoops to be placed into. These were added to the body on January '97 production cars. If you tried to add the hoops to an earlier car there wouldn't be any place to bolt them into the body. You'd have to do lots of cutting and welding to get them to work and would be better off spending that money on an aftermarket solution (HMS) or a new car.
