According to C&D some of the RADAR jammers work, but are clearly illegal and only work to a limited extent. In addition, they're quite expensive. The article concludes that you would be better off buying a V1. NONE of the "passive" laser jammers work. They mounted a Phazer and a Fantom on everything from a crown vic down to a bike (to get a low RADAR cross section) and the passive jammers had NO effect. None. Zippo.

Laser jammers, on the other hand DO work. Laser's a lot easier to defeat. In fact, your high beams can do it. The Laser Jammers are basically intense sources of Infrared (IR) light. Since the lasers used in speed ontrol are IR laser, they get confused easily. The license plate mounted units were shown to be pretty effective when combined with a good detector.
