No IMO simply means In My Opinion. What they would use is an adhesive-backed piece of fabric much stronger than scotch tape which will go on the inside, then they will attempt to "blend" in the fabric from the top (they can't do this perfectly). Actually the patch will be even more noticeable from the inside unless you have a top liner. But that's the only inexpensive way the top can be fixed, and the only alternative if you want it to look flawless is what that convertible specialist recommended.
