These days dealters don't really measure how long it takes them, they look it up in a book and quote you what they find. It if takes them longer, they still (usually) will still charge only what they quoted - if it takes them less time they will still (always) charge you what they quoted. On some items they may not find in a standard book (sway bars?) they may ball park you and you could negotiate prior to dropping off your car.
The answer they'll use on how could they charge more hours than you left it at the dealer, is that they had more than one mechanic working on the car at the same time.

A good service manager would quote you over the phone on these items, so you could check with several dealers to try and knock the price down.
