Correction... The rift between CART and F1 is a result of exhibition races in the 60's where "Indy cars" competed directly with Formula One. The Indy cars were humiliated and the two parted company permanently. The last race of the two that I saw was in Riverside I believe, waaaay back in the sixties.
As for top speed, it's simply a matter of gearing. F1 has a top end of ~210 mph at 17,500 rpm when configured for most road courses. A simple swap of gear ratios and F1 leaps to a terminal velocity of ~250 mph (hp vs. drag). Personally, I hope they never put F1 on an oval track, THAT would be boring!
