You really can't say just from that. Your best acceleration will result from whatever launch gets the most power to the ground over the longest amount of time. Depending upon the car you may need to slip the clutch or spin the tire(s) or do other tricks. The best way to learn the quickest way to launch your car is to get a G-Tech Pro (or something similiar) and practice and try different launches until you find the quickest one.

You want to shift when the power to the ground would be greater in the higher gear. It will depend upon the gear ratios of your transmission and the torque curve of your engine.
