In Ca. the "penalty assesment" is 170% of the fine. the entire portion of this assesment goes to the court jurisdiction you get cited in.
this came about because only a small fraction of the "fine" really goes to the county and city or agency that issued.
Also it is common to have a judge reduce the fine even though he gave you a guilty. While you think you may be getting a break you can still pay an awful lot.
Also our wonderful state has now made it a "mandatory" fine of $100 for running a red light.
which brings it to $271 with penalty...ouch
So, the courts added this cost in a way to pay themselves...
the Police Departments get 0 from this...
